Looking straight forward at the 1 inch deep vent appears the louvers are closed.
This is how tight they have to be for water protection in such a tight space.

The J channel track is also all the way around the vent perimeter.
Mount it and slide vinyl siding right into the tracks.

This vent back was finished off with an aluminum screen.
